The Topic:

Description: This first topic is designed to give a broad overview of water markets and how they can relate to the challenges in the Chesapeake Bay watershed. To help initiate the discussion, we suggest you read the summary of a meeting convened in December 2006 where various Bay stakeholders discussed some of the obstacles and opportunities for developing and implementing water markets, including water-quality trading, across the watershed. (See attachments and links on the left side of the page). In addition, we have provided links to other background materials including a list of relevant terminology. We want to hear your views on the potential for water markets in the Chesapeake Bay watershed by answering this question:

The Question:

"How can markets be an enabler of water quality improvements in the Chesapeake Bay watershed?"

Lessons from the VA experience? Carl Lucero - June 03, 2008

[Reply] Thanks for your comment Jack. The systhesis document was limited to the results of a coordinating meeting and was not meant to be inclusive of all available information, but the science you refer to is what will make water quality trading credible and we hope to learn from the experience of VA. Can you provide a link to the documentation you reference and share with us some of what you learned from this process?

Missing from both the syn. doc. Jack Tarburton - June 03, 2008

[Reply] The science was all but dismissed.
No acknowlegement of the work done by VA (2 years) resulting in HB 280 passed by the VA House of delegates in '06. There's a significant amount of documentation regarding pollution trading.
