The Handbook is divided in four sections. The first one explains how to make a quick diagnostic of the region and points to the key information a municipality should have in order to identify which opportunities exist to develop a PHS program. The second one includes the guiding lines to design the mechanism, attending to the special needs and characteristics of the municipality.
At the third section, the steps needed to the implementation process of the program designed at the previous stage are explained. Finally, the mechanisms to monitor the compromises acquired (through contracts) between the environmental services provider and the beneficiaries of the services are described. At the same time we define the criteria to evaluate the program and implement a process of permanent improvement, in order to achieve better results.
In addition, the Handbook includes a group of formats that makes easier the compilation and ordering of the information needed, along with checking lists to help the user to identify whether they have or not the necessary information to go on with each step of the policy process.
